Abstract

The article analyzes the concept and essence of the “green” economy, the genesis of this concept in economic science is considered. There is a close relationship between the “green” economy and sustainable development. According to the author, the “green” economy as a new economic model focused on the growth of resource conservation and reduction environmental pollution, is a driver of sustainable development society and its production basis. The authors explore the experience of foreign states on the transition to a “green” economy, the reasons are indicated, slowing down the pace of “green” transformations in Russia. The conclusion is that the possession of a huge natural capital creates a real opportunity for the Russian Federation to systematically move towards a sustainable development based on the “green” economy. The article formulates proposals aimed at stimulating the processes of greening the Russian economy, among which: the formation of the necessary mentality among citizens; development of economic instruments for price regulation energy derived from renewable sources: public investing in projects for the greening of the urban environment; reforming tax systems, etc.

The article examines the existing legal regulation and possible directions for further greening (greening) of the use and protection of natural resources (lands, waters, forests, subsoil, atmospheric air, wildlife) in the context of the tasks of Russia’s transition to a “green” economy. Abstract

The relevance of this study lies in the fact that achieving the ambitious goals of Russia’s transition to the standards of a “green” economy will require large-scale greening of all spheres of public life, including transport, agriculture, industry, etc., as well as further development of restrictions and prohibitions in the field of rational use and protection of natural resources (lands, waters, forests etc.). However, this transition will be very costly, both in terms of finance and technology. In this regard, it will be necessary to combine the efforts of business and the state, one of the forms of which is public-private partnership. At the moment, this form of cooperation between the state and business is widely used in construction, transport and other spheres, but in the field of environmental protection it has not received proper development. One of the reasons for this is the imperfection of the legislative structure of public-private partnership, focused mainly on the construction and operation of real estate, which hinders the development of such a partnership on a wide range of different environmental issues. This situation requires regulatory resolution.

Abstract

The article is devoted to an overview of the current situation and problems related to the safety of personal data in the digital environment during quarantine restrictions. The COVID-19 pandemic that has unfolded around the world has been transforming society and its priorities for 2 years. This actor of socio-economic development provokes many service sectors to go into the digital environment, encourages online transactions, which often leads to an increase in vulnerabilities of digital services and leakage of personal data. World statistics prove that the surge in the growth of cybercrime during the pandemic was unprecedented around the world. Cybersecurity services of websites and services do not always work ahead of the curve and often face the consequences of cyber attacks by hackers. For this reason, the article analyzes the most striking cyberattacks on foreign and Russian websites, and also offers a list of recommendations on compliance with the rules of cyber hygiene in the digital environment.
